The Cabinet of Ministers of Ukraine, at its first European integration meeting, has opened to the public an access to the Pulse of the Agreement - an online system for the monitoring of the progress in the implementation of the Action Plan on Implementation of the Association Agreement with the EU.

“Today we are opening the Pulse of the Agreement system. It is what they had failed to do before since the year of 2017. What does the Pulse of the Agreement mean? Three years ago, with the funding of our European partners, an information system was developed to monitor the implementation of the Association Agreement with the EU. It's about openness and transparency, which reaffirms our team's philosophy of openness. We are striving to be as open as possible to citizens, business and foreign partners, so we are ready for constructive criticism, we will listen and act,” said Prime Minister Oleksiy Honcharuk.

“Originality of the Pulse of the Agreement is that it allows to track the progress of the implementation of the Action Plan in real time and demonstrates on whom depends the fulfillment of each particular task at each particular moment.

Deputy Prime Minister for European and Euro-Atlantic Integration Dmytro Kuleba stressed the system is rather comprehensive: it clearly outlines the specific tasks in the 24 spheres of public life covered by the Association Agreement.

The total amount of tasks is more than 2 thousand, and to ensure their realization more than 70 responsible engaged in the process of implementation are obliged to translate initiatives into about 7,5 thousand measures. The system groups those responsible into three branches: the Cabinet of Ministers, the Verkhovna Rada and the Others.

The Pulse of the Agreement reflects the current progress of implementation of measures within each year and the overall progress of implementation, starting with the provisional application of certain provisions of the Agreement in 2014 and until 2024.

For the graphical presentation, four colors are used: green – completed; yellow - not completed (deadline approaching); red - not completed (deadline delayed); gray - not completed (deadline expired long time ago, not assessed).

The system's indicators are being updated as the system of public authorities is now being reorganized. Specifications, search system and data analysis algorithm are also being improved. Therefore, this tool is not static and will be updated periodically.
