Today, on October 23, the Cabinet of Ministers of Ukraine at its meeting approves binding decision envisaging that state property and property of state-owned enterprises must be sold through Prozorro.Sales electronic auctions. The system has proven effective since 2017 as part of a pilot project that sold nearly UAH 760 million worth of property with an average price increase of more than 25%. According to preliminary estimates, the balance sheet value of the assets of the liquidation and property write-off group is UAH 5.7 billion.
The Cabinet of Ministers also approved updated macroeconomic forecast for 2020-2022. The updated figures take into account the strengthening of the national currency, a decrease in world energy prices, an increase in the investment attractiveness of Ukraine, and thus a higher percentage of GDP growth over the next three years compared to the previous macroeconomic forecast. According to the updated (optimistic) scenario, GDP should grow by 4.8% in 2020, by 5.5% in 2021, and by 6.5% in 2022. In such a scenario, the hryvnia against the US dollar is projected to be UAH 24.8 per US dollar for 2020, UAH 23.9 for 2021 and UAH 24.2 for 2022. The implementation of such an optimistic scenario will be influenced by the speed of reforms, in particular, anti-corruption, judicial, protection of property rights. At the same time, according to international practice, a more conservative projection with lower GDP growth rates and a higher hryvnia exchange rate against the US dollar will now be drafted in the State Budget for 2020. In accordance with the requirements of the Budget Code, these indicators will be analyzed quarterly and may be changed within the framework of the available forecast, taking into account the actual state of the economy.
The Government decided to amend the regulation, which will make it easier for Ukrainian scientists to carry out research, including going on business trips at their own expense without additional agreement with the Ministry.
The Cabinet of Ministers also endorsed to submit to the Parliament ratification of amendments to the Association Agreement between Ukraine and the European Union on increasing the quota for Ukrainian poultry exporters. The document provides for a gradual increase in the annual quota of 2.5 times the quota for poultry meat and processed poultry meat exported from Ukraine to the EU.
Moreover, the government has simplified access to free assistance of lawyers for low-income citizens, orphans, veterans, refugees in courts, other state bodies, local self-government bodies, before others, as well as drafting procedural documents.
