  • Government directs additional funds to primary health care institutions

    The Cabinet of Ministers of Ukraine redistributed UAH 1 billion for payment for services in medical institutions, where family doctors, therapists and pediatricians work. The relevant resolution was passed by the Government at its session on July 24, 2019.

    Already over 28 million Ukrainians have chosen their family doctor, therapist or pediatrician for their children. Due to the very high dynamics of concluding declarations, there occurred a need for additional funding for the guaranteed payment of primary health care services by the National Health Service.

    It should be noted that each Ukrainian for the first time obtained an opportunity to freely choose family doctors, physicians and pediatricians - 70% were satisfied with the specialist whom they had chosen, according to a survey by the sociological group The Ranking.

    All communal primary care institutions have switched to the ‘Money Follows the Patient’ principle - they now receive funding for services provided to patients. Revenue depends on the amount of work. In the effective primary care institutions that have joined the transformation, salaries of health workers have increased two-fourfold. For many physicians, nurses of the primary care chain, this is reflected in the wage amounting over UAH 10, 15 and 20 thousand.

    The National Health Service of Ukraine (NHSU) since the beginning of the year paid over UAH 9.6 billion to the primary health care institutions under the contract.

    As a reminder in 2020, a program of medical guarantees will come in effect, which will include primary, specialized outpatient, inpatient care, as well as emergency, palliative and rehabilitation services. And the medical institutions of all levels will switch to the financing model of the National Health Service in accordance with the Law "On State Financial Guarantees for Medical Care of the Population".

    The program of medical guarantees will be approved by the Verkhovna Rada simultaneously with the State Budget. Now the teams of the Ministry of Health of Ukraine and the NHSU engage in active work on the development of the program.
