Government endorses the Medium-Term Plan for Priority Public Investment for 2027–2029
The Cabinet of Ministers of Ukraine has approved the Medium-Term Plan for Priority Public Investment for 2027–2029, with a total value of UAH 270.9 billion. The document covers 18 priority sectors, 44 sub-sectors and 67 key areas of public investment.
The plan also identifies five cross-cutting priorities for public investment: energy efficiency, digitalisation, climate change response, gender equality and accessibility.
Approval of the plan is a mandatory prerequisite for the formation of the Unified Project Portfolio of State Public Investments (UPP). The plan sets out the priority areas according to which projects and programmes are included in the UPP. The UPP is formed using the DREAM system to ensure that every investment project, its budget and implementation stages are fully transparent and accountable to international partners, businesses and citizens.
Sectoral ministries are to prioritise projects in their portfolios and submit them for expert assessment to the Ministry of Economy, Environment and Agriculture of Ukraine, the Ministry of Finance, and the Ministry for Communities and Territories Development. Based on the results of the assessment, the Ministry of Economy, Environment and Agriculture shall draw up a list of projects and programmes and submit them to the Strategic Investment Council for approval.
The Ministry of Economy has already opened the application process on DREAM
which will run until 5 July 2026. Applications must be submitted via personal accounts and exclusively by the central executive authorities.
