Government approves biomethane production development programme until 2035

The Cabinet of Ministers of Ukraine has approved a programme for the development of biomethane production until 2035. The document outlines how the sector will take shape and the role it will play in energy security, emissions reduction and Ukraine’s integration with the EU energy market.

The programme covers 2026–2035 and provides for the gradual development of the biomethane market, building on the country’s agricultural potential.

Its implementation is expected to progressively reduce dependence on natural gas through renewable sources, primarily biomethane. At the same time, it aims to strengthen energy independence and reduce greenhouse gas emissions in line with Ukraine’s commitments to the EU. A separate focus is on integrating Ukrainian biomethane into the European market and strengthening Ukraine’s position as a supplier of green energy.

The programme sets out key instruments for sector development. These include creating clear conditions for investors and state support mechanisms, developing the domestic market and stimulating exports to the EU, expanding infrastructure to connect biomethane facilities to the gas transmission system, introducing new technologies and enhancing cooperation with European partners.

Particular attention is given to feedstock: the basis for biomethane production will be livestock and crop waste.

For farmers, this opens up new opportunities to:

• process waste into biomethane and create added value;
• attract investment in bioenergy projects;
• enter new markets, including the European one;
• diversify income;
• create jobs in communities.

“Developing biomethane production is first and foremost about advancing agri-processing and moving towards a high value-added economy. We are creating conditions in which agricultural producers can efficiently use waste, increase their income and invest in their own development, while strengthening the country’s energy independence. This will reinforce the entire agricultural sector, making it more competitive and resilient. The programme is also a signal to investors and European partners that Ukraine is systematically developing the renewable gas market,” said Deputy Minister of Economy, Environment and Agriculture Taras Vysotskyi.

It is expected that by 2030 Ukraine will be able to produce over 1 billion cubic metres of biomethane per year, and by 2035 more than 2 billion cubic metres.
