Government approves operating procedure for eFisheries electronic system
The Cabinet of Ministers of Ukraine has adopted a resolution approving the Operating Procedure for the Establishment, Maintenance, and Management of the Unified State Electronic Fisheries Management System, eFisheries.
The introduction of the eFisheries system will enable industry entrepreneurs to process documents and obtain necessary permits more quickly, reducing bureaucratic hurdles. According to estimates, the tool will cut the permit issuance time from 30 days to 2 days. This will enhance transparency in the fisheries sector, reduce administrative burdens, and mitigate corruption risks.
Additionally, the eFisheries system will provide businesses with access to up-to-date information on resources and regulations, facilitating more effective operational planning. The automation of processes will also reduce companies’ costs related to paper-based documentation. The annual savings for businesses are estimated at approximately UAH 150 million.
Streamlining procedures is expected to generate between UAH 15 million and UAH 150 million in annual budget revenue. Furthermore, tackling illegal fishing could increase the sector’s contribution to gross domestic income by up to UAH 500 million annually.
Background
eFisheries is a nationwide electronic system for managing the fisheries sector, providing access to information about the industry and its networks. The system was established in accordance with the Law “On Fisheries, Industrial Fishing and Protection of Aquatic Bioresources.” The State Fisheries Agency is responsible for maintaining and administering the eFisheries system and serves as its custodian.
