Affordable Loans at 5-7-9%: Agricultural producers can extend concessional loans for another year
The Government has decided to extend the maximum term for concessional lending under the Affordable Loans at 5-7-9% programme for agricultural producers until 31 March 2027 (previously set to end on 31 March 2026). Agricultural producers will be able to extend existing loan agreements for an additional year under the terms applicable at the time of extension.
This decision will help prevent defaults on existing loans and ensure the agricultural sector has the financial resources needed for the sowing campaign amid challenges such as war, crop losses, and export restrictions.
“This decision is about the survival of Ukraine’s agricultural sector. Due to drought, destroyed irrigation systems, and trade restrictions, thousands of farmers in the southern and eastern regions have suffered critical losses. In particular, over 55,000 hectares of crops have been lost in Kherson region, with some fields completely destroyed. Extending concessional lending until the end of March 2027 is a way to preserve farms, jobs, and ensure the country’s food security,” said Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.
Overall, the agricultural sector accounts for 30% of all loans under the 5-7-9% programme. In 2024, farmers secured UAH 46.9 billion in concessional loans, and in the first eight months of 2025, an additional UAH 35.8 billion.
The implementation of these changes does not require additional funding from state or local budgets. Financing will be provided within the allocated resources of the Business Development Fund.

The Affordable Loans at 5-7-9% programme is a component of the Made in Ukraine policy aimed at supporting micro-, small, and medium-sized businesses by reducing the cost of credit through state subsidies or guarantees.
The programme is implemented through the Business Development Fund and authorised banks.
