
Government approves action plan for 2025 to implement cybersecurity strategy
At its meeting on 7 March, the Cabinet of Ministers of Ukraine adopted a decree approving the 2025 action plan for the implementation of the Cybersecurity Strategy.
The document, developed by experts of the State Service of Special Communications and Information Protection of Ukraine, sets out a number of tasks to be completed during the year in the following areas:
- regulatory and legal support for cybersecurity activities;
- development of the organisational and technological component of the national cybersecurity system;
- establishing closer cooperation with Ukraine’s international partners;
- introducing a risk-based approach to cybersecurity measures for critical infrastructure facilities and government agencies;
- further development of the cybersecurity training system.
According to Oleh Nemchinov, Minister of the Cabinet of Ministers of Ukraine, there is a tendency for a significant increase in the number and range of cyberattacks in Ukraine aimed at disrupting the functioning of information and communication systems that directly affect the national security and defence. These threats require the implementation of comprehensive measures and systemic technical solutions aimed at ensuring the cybersecurity of the state.
The State Budget for 2025 allocates UAH 468.8 million to various implementers for the implementation of the measures envisaged in the Cybersecurity Strategy.
As a reminder, the Cybersecurity Strategy of Ukraine for 2021-2025 was approved by the Decree of the President of Ukraine of 26 August 2021. In particular, it stipulates that ensuring cybersecurity is one of the priorities in the national security system of Ukraine. In December 2021, the National Security and Defence Council of Ukraine adopted a decision “On the Implementation Plan of the Cybersecurity Strategy of Ukraine”, which was enacted by a Presidential Decree of 1 February 2022. The document provides for the annual approval of a set of cybersecurity measures with indicators of their implementation.
