Government approves plan to implement NSDC decision on business inspection moratorium

The Cabinet of Ministers has endorsed a plan to implement the National Security and Defence Council decision on a moratorium on unwarranted inspections and interference in business operations.

“From 24 July, the tax and customs authorities will limit inspections for businesses with low risk. The exception is high-risk sectors, such as the trade in excisable goods, where oversight is necessary,” said Prime Minister of Ukraine Yuliia Svyrydenko.

The Head of Government noted that within a month, the State Regulatory Service and ministries will submit proposals for deregulation and the reduction of unnecessary permits. By 21 October, law enforcement agencies are to coordinate actions to identify assets under sanctions and ensure their return to the budget for defence and recovery needs. Plans include launching a digital oversight system and quarterly reviews of the effectiveness of these measures.

The Government will also prepare amendments to the Criminal Procedure Code, allowing only the Prosecutor General or heads of regional-level authorities to initiate new cases against businesses.

“Our priority is fairness, not tolerating selective enforcement,” emphasised the Prime Minister.
