Government paves the way for manufacturers to use Ministry of Defense technologies — a landmark decision for Ukraine's defense industry
The Cabinet of Ministers of Ukraine has adopted a resolution launching a pilot for transferring technologies developed within the Ministry of Defense system into serial production. This decision opens up state-funded solutions to the market and creates conditions for effective public-private partnerships in the defense sector.
"Every tested technology is meant to benefit our soldiers. With this decision, we are introducing a new system for working with defense technologies—from now on, effective solutions will immediately go into production and contribute to strengthening Ukraine's defense capabilities. This will allow us to increase production volumes, expand the range of weapons, and attract the resources of our partners from EU and NATO countries," emphasized Ukrainian Defense Minister Denys Shmyhal.
Resolution content
The resolution launches a new legal model for managing defense technologies developed within the Ministry of Defense system for their implementation in serial production.
Manufacturers will have access to and the opportunity to produce weapons and military equipment based on these state technologies, which have proven their effectiveness in combat conditions.
The technologies remain the property of the state and are used in accordance with the procedures approved by the Ministry of Defense.
The manufactured products will be supplied to the Armed Forces through public procurement, ensuring transparency of the process and effective resource management.
Participation eligibility
The experiment is open to Ukrainian manufacturers who meet one of the following three criteria:
have state defense contracts;
are designated as critical to the Armed Forces;
are listed in the electronic register of participants in the selection process and state contract performers.
In addition, the Ministry of Defense may provide access to technologies within the framework of international cooperation with the defense departments of partner countries, provided that the manufactured goods are delivered to Ukraine as military-technical assistance.
Changes implied
Solutions that have proven effective can be scaled up simultaneously by several manufacturers. This will allow:
to increase production volumes and saturate the front with proven equipment;
to expand the range of weapons using existing domestic developments;
to remove weaknesses in the production capacities of certain companies;
to attract the potential of NATO partners to improve the technologies of the Ministry of Defense through a new export procedure.
Security and control
The state ownership of technologies is preserved with access granted to verified manufacturers according to clear criteria, with mandatory technical, legal, and security checks. Production process is subject to state quality control, audits, and contractual terms that protect national interests.
The Ministry of Defense shall inform about technologies open for production independently, as well as through the Innovation Development Fund and industry associations of manufacturers.
