Government adopts decisions to strengthen the capacity of communities and regions and support the country’s reconstruction

An off-site meeting of the Cabinet of Ministers of Ukraine was held in Kharkiv, dedicated to issues of regional policy, reform of local self-government, and preparation for accession to the European Union.

Following the meeting, the Government adopted a series of decisions aimed at strengthening the capacity of communities, improving legislation, and deepening international cooperation.

The State Programme for the Development of Cross-Border Territorial Cooperation for 2025–2027 has been approved. The programme focuses on building and strengthening international partnerships at regional and local levels, developing transnational cooperation (including active participation in the EU Strategy for the Danube Region and the EU Macro-Regional Strategy for the Carpathian Region), and implementing projects and programmes of cross-border territorial cooperation. The decision is intended to increase the effectiveness of communities’ interaction with foreign partners, strengthen inter-regional cooperation, and promote the development of border areas.

The Government also adopted a number of decisions aimed at aligning Ukraine’s regional policy with European standards. Amendments have been made to the State Strategy of Regional Development for 2021–2027, updating priorities and ensuring their alignment with the approaches of the EU cohesion policy.

Approaches to continuing the implementation of the tasks of the local self-government reform and territorial organisation of power have been updated. The current Concept of Reforming Local Self-Government and Territorial Organisation of Power in Ukraine has been supplemented with features of implementation under the challenges of war and preparation for EU membership. The updated document outlines eight key thematic directions for the reform: territorial basis, institutional capacity, resident participation, distribution of powers/resources, quality of services, legality, European integration, and post-war reconstruction.

Another decision supported by the Government was the update of the eVidnovlennia programme. In particular, the average cost of repair works for compensation for damaged housing has been clarified. This will make the calculation of compensation more accurate, in line with current market prices. As a result, people will receive reimbursement that corresponds to the actual cost of repair works. The updated costs will apply to all citizens submitting applications for compensation for damaged property. At the same time, the maximum compensation amounts remain unchanged.
