Government passes resolution to improve Ukrainian education
At a thematic session, the Cabinet of Ministers has passed a resolution to improve Ukrainian education, according to Prime Minister Yulia Svyrydenko.
"We ensure equal conditions for the recognition of teaching seniority. This decision is important for protecting the professional rights of thousands of Ukrainian teachers who are temporarily working abroad due to the war.
Teaching activities of 180 hours per year will be counted towards seniority for the purpose of calculating seniority bonuses, provided that there is documentary evidence. This will apply to work during the period of martial law and for one year after its termination," the Head of Government informed.
The Government is launching a pilot project in the vocational education system. Starting in 2026, some colleges shall be reorganised into municipal non-profit associations with greater autonomy in management and finance.
In parallel, a new method for calculating the cost of educational services shall be tested, offering communities a transparent mechanism for purchasing them. The experiment will last two years and will be the first stage of the practical implementation of the provisions of the new Law "On Vocational Education".
"The decisions have one goal — to build an education system that is focused on the real needs of people and opens up more opportunities for development," said Yulia Svyrydenko.
The Government has approved the Concept of the National System of Researchers of Ukraine aimed at providing individual support to scientists and promoting scientific development.
"We are introducing uniform rules for evaluating the work of scientists. Publications, patents, participation in grants, expert activities and international cooperation will be reflected in the National Electronic Scientific Information System," the Prime Minister emphasised. "The data shall be used in the distribution of funding, certification of institutions, and personnel policy, called to provide additional support to the best scientists and enable universities to work effectively with their staff. A separate rating will be created for young scientists."
The implementation of the Concept will begin in 2026.
