
Government adopts resolution to implement framework agreement on economic cooperation between Ukraine and Austria
The Cabinet of Ministers of Ukraine has adopted a resolution “Some issues of implementation of the Framework Agreement between the Government of Ukraine and the Government of the Republic of Austria on Economic Cooperation in Project Development”.
The Resolution is aimed at regulating the mechanism of using funds under the programme “Construction and Modernisation of Healthcare Facilities” to finance projects of priority for the state. The Ministry of Health of Ukraine is the main spending unit and executor of the state programme.
“The adoption of the resolution is an important step towards the development and implementation of joint healthcare projects between the governments of Ukraine and Austria. Thanks to the strong support of our Austrian partners, we can not only respond to the challenges of a full-scale war, but also move forward – work strategically towards modernising our healthcare system,” said Viktor Liashko, Minister of Health of Ukraine. “The development of hospitals will allow us to both upgrade existing medical facilities and create new ones in line with existing needs. A modern healthcare system that provides Ukrainian patients with high-quality, affordable and free medical care is where we are moving towards.”
The Resolution resolves one of the main issues that was an obstacle to the implementation of the above-mentioned framework agreement. It defines the authorised project owners, i.e. the entities that will act as construction customers and enter into contracts with the Austrian supplier, VAMED Engineering GmbH (or a related company).
The project owners are:
- National Specialised Children’s Hospital “Ohmatdyt” – for the implementation of the project for the construction (reconstruction) and equipping of the NSCH Ohmatdyt in Kyiv;
- Shupyk National Healthcare University – for the project to build and equip a modern university clinic in Kyiv or Lviv;
- Danylo Halytsky Lviv National Medical University – for the project to create a National Rehabilitation Centre in Lviv.
The resolution also defines the areas of use of the funds, in particular, the funds will be used for pre-project and construction works, project development, procurement of equipment, furniture and furnishings, construction supervision, etc.
The adoption of the resolution will enable the implementation of new construction projects and upgrade the medical infrastructure of Ukraine.
