Government adopts Resolution on real-time emissions monitoring


On September 29, 2025, the Cabinet of Ministers of Ukraine, during a meeting focused on environmental protection, approved a Resolution establishing the Procedure for Transmitting Real-Time Emissions Monitoring Data.

The new mechanism mandates that operators of installations transmit data obtained from automated measurement systems directly to the Ministry of Economy, Environment, and Agriculture of Ukraine and the State Environmental Inspectorate. This applies to:

- Operators of installations operating under integrated environmental permits, who are required to install emissions monitoring equipment.

- Operators who have voluntarily implemented such systems.

Operators must register their automated measurement systems and measuring equipment electronically through the EcoSystem Unified Environmental Platform. Real-time emissions monitoring data will be transmitted automatically via the Ministry’s application programming interface (API), integrated into the EcoSystem platform.

The Ministry will continue to work toward ensuring environmental information is transparent and accessible to the public, while modernizing and strengthening state environmental oversight.
