Government improves regulation of state financial control bodies

The Cabinet of Ministers has introduced amendments to resolutions concerning the activities of state financial control bodies, which enhance the conduct of audits and inspections, particularly in relation to:

  • procurement procedures;
  • issuance of administrative acts;
  • deadlines for implementing audit findings;
  • handling of requests to conduct audits;
  • actions of officials in cases of obstruction to their work.

Importantly, the adopted amendments regulate the specific features of auditing recipients identified under the Ukraine Facility instrument, while also taking into account the particularities of monitoring the use of funds within the Interreg and Interreg NEXT cross-border cooperation programmes.

Furthermore, they are aimed at preventing fraud, corruption, and other violations that could harm national financial interests as well as those of the European Union. At the same time, the amendments expand the reactive functions of state financial control.

The Government resolution, the draft of which was developed by the Ministry of Finance in cooperation with the State Audit Service, will increase the effectiveness of state financial control, ensure proper monitoring of the use of international assistance, and contribute to further strengthening the trust of international partners in Ukraine.
