  • Government improves procedure for using funds for agricultural demining programme

    The Government has amended Resolution No. 284, which regulates the procedure for using funds to compensate for the cost of demining agricultural land. In particular, the deadline for farmers to submit applications in the next budget period has been extended from 15 November to 25 December, and applications submitted by 5 December will be considered in the current budget year.

    “The Ministry of Economy has taken into account the experience of the current year and developed a number of changes to make the process of demining agricultural land faster and more efficient for both farmers and operators. We have extended the deadline for submitting applications, made the opening of an escrow account mandatory before the start of the auction, and adopted safeguards to prevent conflicts of interest in land clearance,” said Deputy Minister of Economy Ihor Bezkaravainyi.

    The issue of demining partially contaminated areas has been resolved. If the operator previously demined only the confirmed contaminated part of the cadastral plot, it must now confirm to the farmer the safety of the rest of the land by carrying out a non-technical survey.

    The state programme of compensation for the demining of agricultural land was launched in September 2024. Since then, the Humanitarian Demining Centre has signed 51 agreements with mine action operators for UAH 532 million following the results of auctions. This money will be used to clear 14,400 hectares of agricultural land in Kharkiv, Mykolaiv, Kherson and Kyiv regions.
