Government enhances action plan for agricultural and rural development strategy

The Cabinet of Ministers of Ukraine has improved the Operational Action Plan for the Strategy for the Development of Agriculture and Rural Areas for 2025–2027. The relevant resolution, developed by the Ministry of Economy, Environment and Agriculture was adopted at the regular Government meeting on 20 August.

The Operational Action Plan for 2025–2027 was adopted within the framework of the Strategy for the Development of Agriculture and Rural Areas in Ukraine until 2030.

The implementation of the Plan is a necessary step towards building a strong and competitive agricultural sector. Specifically, the Operational Plan outlines a vision for the development of agriculture and rural areas in Ukraine, aligned with the format of the EU’s National Strategic Plans under the new Common Agricultural Policy. This will positively impact Ukraine’s EU membership negotiations.

The implementation of the document will contribute to:

• Ensuring the sustainable development of agriculture and rural areas;
• Creating suitable conditions for a resilient and diversified agricultural sector (agriculture, food, and processing industries);
• Ensuring long-term food security;
• Strengthening environmental protection, including biodiversity, mitigating the effects of climate change, and reinforcing the socio-economic structure of rural areas.

Background

The Strategy for the Development of Agriculture and Rural Areas in Ukraine until 2030 was approved by the Cabinet of Ministers of Ukraine on 6 June 2024. The Strategy was developed in collaboration with the EU Institutional and Policy Reform for Smallholder Agriculture in Ukraine project (IPRSA), taking into account the objectives of the EU’s Common Agricultural Policy. The document includes 7 strategic goals, with their implementation planned by 2030.
