The Government has established an Interagency Working Group on Accelerated Review of State Regulation of Economic Activity. This decision was made at a meeting of the Cabinet of Ministers of Ukraine on January 13, 2023.
"The Government is taking another step towards business deregulation. The state deregulation policy is one of the main elements of the practical implementation of the new model of Ukraine's development and an integral part of European integration. In Ukrainian realities, deregulation is a necessary tool that aims to radically improve the business climate, in particular, the investment climate in Ukraine, create new jobs and improve living standards," said First Deputy Prime Minister - Minister of Economy of Ukraine Yuliia Svyrydenko.
According to her, following the analysis of the regulatory framework in the field of state regulation of economic activities, more than 1,000 instruments of state regulation were identified, in particular: permits - 528, licenses - 224, approvals - 157, conclusions - 145, certificates - 121, declarations - 55, notifications - 42, credentials - 23.
"The presence of a large number of state regulation instruments negatively affects the start of economic activity by business entities and their entry into the market. It is worth noting that the bureaucratic procedure for obtaining permits requires considerable time and financial costs for business entities, creates an additional administrative burden on them," explains Yuliia Svyrydenko.
To address these issues, the Interagency Working Group on Accelerated Review of State Regulation of Economic Activity was established. The group is co-chaired by the First Deputy Prime Minister of Ukraine - Minister of Economy and the Deputy Prime Minister of Ukraine - Minister of Digital Transformation.
It is expected that the main tasks of the working group will be as follows:
