Government simplifies procedures for carrying out rapid repairs of critical infrastructure
The Government, at an extraordinary meeting, adopted a series of decisions that will make the protection and restoration of critical facilities more effective. They provide the relevant ministries and services with the opportunity to quickly allocate funds and restore damage. This was reported by Prime Minister of Ukraine Yulia Svyrydenko.
“The Government is strengthening the protection of critical infrastructure. We must act quickly so that people always have light, heat and water, even despite enemy shelling,” emphasised the Head of Government.
In particular, the Government adopted the following decisions:
1. Establishment of the Coordination Centre for Engineering Protection.
“It will unite representatives of the Government, regional and local authorities, and infrastructure operators. The Centre will determine priorities for funding and restoration of facilities, coordinate actions and monitor the implementation of works. Its operations will be overseen by Deputy Prime Minister Oleksii Kuleba and the Agency for Restoration and Infrastructure Development,” reported Yulia Svyrydenko.
2. Updating of the list of expenditures financed by the state on a priority basis.
The Treasury will now be able to allocate funds from the state budget more quickly for the construction, repair and protection of energy facilities, so that they continue to operate even during attacks.
3. Acceleration of the construction of engineering protection around energy, transport and life-support system facilities.
“Control over the quality and safety of works is maintained, but the procedural part – from approval to contract conclusion – will be shortened by months. This will enable the prompt start of construction and repairs, ensure the uninterrupted operation of energy infrastructure and faster restoration of damaged facilities,” noted the Prime Minister.
4. Allocation of additional funds from the reserve fund for the protection and restoration of critical infrastructure in frontline regions and Ukrzaliznytsia. The funds will go towards strengthening energy, transport and vital systems – from generators and battery stations to the construction of engineering protection. This will allow for quicker erection of protective structures, prompt restoration of damaged facilities and uninterrupted energy operations.
“The aim of these decisions is to make us more resilient and improve the crisis response process to the consequences of shelling, so that life in Ukraine does not stop even during the war,” emphasised Yulia Svyrydenko.
