Government simplifies procedure for obtaining conclusions on cross-border shipment of waste


At its meeting on March 4, 2026, the Government amended certain resolutions of the Cabinet of Ministers of Ukraine in the field of waste management. The decision is aimed at simplifying and unifying the procedure for providing administrative services for issuing or refusing to issue conclusions on cross-border waste transportation.

The need for changes is due to the complexity of the current procedure, which required a significant amount of time to complete and created risks of non-compliance with the deadlines set out in Part 8 of Article 43 of the Law of Ukraine “On Waste Management.”

The adopted act envisages the optimization of the mechanism for providing administrative services through the waste management information system operating within the unified ecological platform “EcoSystem.” In particular, it defines the form of the conclusion on cross-border waste transportation and the form of the decision to refuse to issue it, which ensures a uniform and transparent procedure for processing documents.

The implementation of the act shall enable business entities to obtain conclusions for cross-border waste transportation in a timely manner, in compliance with the deadlines established by law, according to a unified procedure that meets European standards.

In addition, the amendments bring a number of acts in the field of waste management into line with current legislation and contribute to the further digitalisation of environmental administrative services.
