Today, during a session of the Government, the draft resolution "Some issues of the implementation of the State Budget of Ukraine in 2023 under martial law" was adopted.

The draft resolution was developed in order to simplify the procedure for the execution of the state budget in 2023 in terms of financing the national security and defense sector, as well as to reduce the likelihood of information leakage, which poses a threat to national security under martial law.

In particular, for 2023, the main administrators of funds in the security and defense sector are allowed

- the possibility of adjusting expenditures within the amount of budget allocations approved for them for 2023 by amending the budget schedule in accordance with the stated needs of the main administrator of funds;

- permission to approve by their own decisions estimates, plans of appropriations of the general fund of the budget, other separate documents;

- to minimize the list of documents for the Treasury to make certain payments of the Ministry of Defence to prevent leakage of information, the disclosure of which during martial law poses a threat to national security;

- to suspend for the period of martial law the amendments to the passports of budget programs on security and defense expenditures and the submission of reports on their implementation to the Ministry of Finance.
