Government has simplified the transfer of state and municipal property for the accommodation of internally displaced persons
The Cabinet of Ministers has simplified the transfer of state and municipal property, as well as property belonging to state-owned companies, for the temporary accommodation of internally displaced persons (IDPs). The relevant decision, adopted by the Government at its session on 18 February 2026, also provides preferential terms for public and charitable organisations.
The resolution establishes a rental rate of 0.01% for public associations and charitable organisations that use state or municipal property to create temporary accommodation for IDPs.
Also, for the period of martial law and for one year after its end or termination, state and municipal institutions, including those working in the fields of health care, education, culture, physical culture and sports, family and youth, social protection, whose sole founder is the state or a territorial community, will be eligible to lease property for the accommodation of IDPs without an auction, under a simplified and expedited procedure.
The annual rent for such properties will be UAH 1 per rental property.
Expanding opportunities for the use of state-owned companies' property
In addition, the changes provide for the possibility of leasing for the period of martial law and within six months after its completion, real estate belonging to state-owned companies (business entities in which the state owns more than 50% of the authorised capital) for temporary accommodation of IDPs. The annual rent for such property will also be UAH 1.
This primarily concerns properties that are not used in the main activities of the balance sheet holders (in particular, sanatoriums, boarding houses, dormitories, residential premises and other real estate). Their transfer for lease will not have a significant impact on the economic activities of the relevant enterprises, but will allow the effective use of available resources to meet social needs.
Effective use of property under martial law
The decision is part of the Government's comprehensive efforts to effectively manage state property and is aimed at maximising the use of existing infrastructure to support citizens affected by the war.
The resolution creates the legal conditions for the rapid refurbishment of premises for IDPs, minimises bureaucratic procedures and allows for the rapid utilisation of state and municipal real estate, as well as the property of state-owned joint-stock companies.
