Aligning Ukrainian procurement with EU standards, making budget spending more efficient, developing competition and advancing digitalisation: the Cabinet of Ministers of Ukraine has approved the Public Procurement Development Strategy for 2027–2030 and its operational plan for 2027–2030. The decision was adopted on 13 October.

"Adopting the Public Procurement Development Strategy is an important step on the path to European integration and one of the key decisions for the systemic transformation of the entire sector. The document sets out five strategic goals for developing public procurement, aimed at effective management of public funds, the development of electronic contracts, ensuring the best value for money, and strengthening transparency and oversight," said Minister of Economy and Environment of Ukraine Oleksandr Kravchenko.

The Strategy sets out the goals and objectives of state policy on public procurement for the next four years. In particular, its implementation involves harmonising national legislation with EU law and ensuring the stable functioning of the new legislative model from 2027.

The document also provides for a shift from focusing on the lowest price to the "best value for money" criterion, the creation of conditions for fair competition at all stages of procurement, and improved requirements on localisation of production.

The strategic goals also include developing and adapting the electronic procurement system (Prozorro) to the new legislation, further introducing electronic public contracts, integrating the procurement system with other state electronic resources and databases, and developing analytical tools for oversight, monitoring and risk management.

The Strategy also aims to improve the quality of procurement planning through training and professional development of procurement specialists. In addition, it is designed to ensure a level playing field for fair competition, including by creating an effective system of oversight and appeals in public procurement.
