Government approves and submits draft 2027 State Budget to Parliament

Today, the Government of Ukraine has endorseed the draft State Budget for 2027 and submitted it to the Verkhovna Rada within the timeframe established by law. Prime Minister of Ukraine Sergii Koretskyi announced.

"This is the budget of a country at war. Our key task is to cover our security and defense needs while ensuring the country's financial stability," stressed the Head of Government.

The draft budget allocates ₴4.885 trillion for defense needs, accounting for nearly 44% of GDP. In addition, Ukraine expects to receive material and technical assistance from its international partners — missiles, weapons, military equipment, shells, and other munitions.

According to the Prime Minister, this assistance is expected to total at least ₴1 trillion, exceeding the 2026 level.

"However, I want to stress: the needs of our defense forces for 2027 are significantly higher. The cost of this war keeps rising. We're still finalizing the exact figures," highlighted Sergii Koretskyi. "We understand clearly that Ukraine can only cover part of its expenditures through its own revenues. Which is why responsible, coordinated work with our partners is the foundation for funding the state budget and covering all essential needs. Both military and social."

The draft budget allocates ₴328.5 billion for education and ₴292.5 billion for healthcare — both increases compared to this year.

Funding is also growing for social programs, support for veterans and internally displaced persons, and housing. Regions and communities will receive additional resources for recovery, development, and improving residents' quality of life.

"All of this is reflected in the draft budget," accentuated Sergii Koretskyi.

Another priority is helping the economy withstand the sharp intensification of Russian attacks. The draft budget allocates ₴96 billion for business support programs — nearly double this year's figure.

In particular, the funds will support affordable lending, grants, and defense innovation, with a dedicated line of funding for war-risk insurance.

"What matters most now is ensuring Ukraine can not only defend itself, but also strike back effectively — and deliver the support Ukrainians need," urged the Prime Minister.

The Government, Parliament, and other state authorities must fulfill their commitments in full and on time. Only then will the state be able to increase funding for education, healthcare, social programs, and pensions.
