Government approves state program for adapting shelters in preschool education institutions

The Cabinet of Ministers of Ukraine has approved a draft decree “On the approval of the state program for adapting the premises of existing preschool education institutions to civil protection requirements under martial law.”

The program provides for the adaptation and arrangement of premises in accordance with the current requirements of civil protection legislation, in particular by creating the simplest shelters or dual-purpose structures.

The implementation of the Program will make it possible to increase the level of protection of the life and health of pupils and employees during martial law, ensure the continuity and quality of preschool education in a safe environment, and expand children's access to quality education.

The 2026 State Budget provides for a separate subsidy for the first time for the construction of shelters in preschool education institutions. The Government has allocated UAH 1 billion for the aforesaid needs, which will make it possible to create safe conditions for children in preschool education institutions. Funding will be provided on the basis of applications submitted by communities through the DREAM digital platform.

The Ministry of Education and Science of Ukraine, in cooperation with government and local authorities, continues to work on the implementation of the Program with the aim of creating safe conditions for every child.
