Government cancels export licencing for certain types of agricultural products

Starting from 1 December 2024, the Cabinet of Ministers of Ukraine cancelled the licensing regime for certain types of agricultural products. These are grains, pulses, oilseeds and oil. The relevant decision was made at a Government meeting on 29 November.

“The Government is committed to reducing the number of permits and digitalising all business licensing procedures. From 1 December, the export security regime will be launched, which will allow us to automatically track the export of certain types of agricultural products. To prevent double control by the state, we are cancelling the licensing of exports of certain agricultural products, which was previously introduced to return foreign exchange earnings. This will simplify the business environment for agricultural exporters,” explained Taras Kachka, Deputy Minister of Economy and Trade Representative of Ukraine.

According to him, the cancellation of the licensing regime for agricultural products is necessary to avoid misunderstandings during customs clearance of exports. Instead, the licensing of wheat, corn, sunflower seeds and rapeseed exports to Bulgaria, Romania, Slovakia, Hungary and Poland remains unchanged.

The export security regime provides for:

• export of goods exclusively by registered value added tax payers;
• setting minimum export prices for goods subject to the export security regime. The difference between the invoice and customs value of goods should not be negative;
• electronic exchange of information between the National Bank, the State Tax Service and the State Customs Service to monitor and control exporters’ compliance with legal requirements;
• peculiarities of drawing up tax invoices and their registration in the Unified Register of Tax Invoices.
