Government extends terms of affordable mortgage eOselia programme
On 10 December, the Government adopted a decision that will allow mobilised military personnel to take advantage of the state affordable mortgage programme eOselia under new conditions. From now on, both contract soldiers and mobilised personnel can take out a mortgage loan at the lowest interest rate of 3% under the programme.
The affordable mortgage programme eOselia has already helped 21,864 Ukrainian families to purchase their own homes. The total amount of loans issued reaches UAH 37.4 billion. In particular, 6,438 contract soldiers and veterans have bought homes under the programme.
Key changes
Resolution No. 856 of the Cabinet of Ministers of Ukraine amended the "Terms and Conditions for the Provision of Affordable Mortgage Loans to Ukrainian Citizens by the Private Joint Stock Company Ukrfinzhytlo (Ukrainian Financial Housing Company)," which provide for:
1. A reduction in the interest rate for mobilised military personnel.
Previously, medical professionals, teachers, scientists, contract military personnel and law enforcement officers could take out a mortgage at 3% per annum. Mobilised military personnel were subject to the basic conditions of 7% per annum. Now they can also take out a mortgage at a rate of 3% per annum.
2. Restrictions on the maximum size of housing.
Upper limits on area have been set to prevent the purchase of excessively large homes. The maximum permissible total area of housing that can be purchased through the eOselia is:
For an apartment – no more than 115.5 m².
For a detached house – no more than 125.5 m².
Important: These limits are fixed and apply regardless of the number of people in the family.
"We have updated the terms of the eOselia programme to provide support to our military personnel who were conscripted during mobilisation. From now on, they can obtain a mortgage loan on the most favourable terms – at 3% per annum. This will increase the number of participants in the programme and at the same time stimulate the development of the construction industry," said Minister of Economy, Environment and Agriculture Oleksii Sobolev.
Background information
The eOselia programme is part of the Made in Ukraine policy, which aims to stimulate demand for Ukrainian products and, at the same time, create favourable conditions for the development of production. The programme was launched in October 2022. It is being implemented by the Ministry of Economy, Environment and Agriculture in conjunction with the Ministry of Digital Transformation and PJSC Ukrfinzhytlo.
