Government expands the list of categories eligible for claims to the International Register of Damage by a further 14 categories

russia must be held accountable for all the damage inflicted on Ukraine – to individuals, businesses and the state alike. The International Register of Damage, established by Ukraine, the EU and 43 other countries and headquartered in The Hague, is one of the key international mechanisms for future compensation.

The Government has expanded the list of categories under which citizens, business owners and the State of Ukraine will be able to officially record damage and losses caused by russian aggression since 24 February 2022.

This was announced by Prime Minister of Ukraine Yulia Svyrydenko.

“An additional 14 categories will be added to those already covered. Claims under these categories may be submitted to the International Register of Damage once they are made available through Diia,” the Head of Government stated.

At present, claims can already be submitted through Diia to the International Register of Damage for Ukraine under 21 categories.

In addition to the existing categories, individuals will be able to record and, in the future, seek compensation for loss of access to healthcare, loss of access to education, other violations of international humanitarian law, human rights, the laws and customs of war, as well as additional economic losses.

Business owners will also be able to record losses relating to cultural property, expenses incurred in evacuating assets, and other economic and humanitarian damage.

The State of Ukraine, in turn, will record the destruction of cultural heritage sites, environmental damage, the looting of natural resources, humanitarian expenditures incurred in supporting affected populations, as well as the costs of demining and clearing territories.

Yulia Svyrydenko recalled that the establishment of the Compensation Commission began in December 2025. As of today, 38 states and the European Union have signed the Convention. The procedures required to launch its work are currently under way.
