Government continues systemic work on reforming the public investment management system (PIM)
The 17th meeting of the Strategic Investment Council was held under the chairmanship of Ukrainian Prime Minister Yulia Svyrydenko.
Following the meeting, a new program by the Ministry for Communities and Territories Development, “Restoration of Public Roads of National Importance,” was included in the Unified Project Portfolio of Public Investments. It aims to improve the condition of logistics routes critical for the Defense Forces and humanitarian missions, as well as to create alternative export routes to Ukraine’s western borders and Danube ports amid russia’s blockade of maritime space.
Also last week, the Cabinet of Ministers of Ukraine approved an Action Plan to ensure a unified approach to the development, monitoring, and evaluation of the results of sectoral strategies, which serve as the basis for formulating proposals regarding public investments.
This decision is expected to improve the quality of strategic planning, better align state priorities with available resources, and enhance the effectiveness of investment decisions. The goal of the measures outlined in the plan is to ensure that each strategy serves as a concrete basis for specific investment projects that will receive funding.
The plan will be realized throughout 2026.
Its implementation shall contribute to the application of coordinated approaches to the development of sectoral strategies, taking into account the budget process. This will ensure the implementation of the action plan for the Roadmap for Reforming Public Investment Management for 2024–2028.
The plan was drafted and approved as part of the Fiscal Structural Reforms program under the updated Memorandum of Understanding with the International Monetary Fund (IMF), by which a new four-year Extended Fund Facility program worth USD 8.1 billion was endorsed.
The action plan was developed with the support of experts from the “Recovery for All (RFA)” international technical assistance project.
