Government prepares changes to improve road safety

Prime Minister of Ukraine Yulia Svyrydenko announced that she had discussed with the Minister of Internal Affairs and government officials a package of proposed changes aimed at improving road safety.

According to her, the proposals include introducing a system of graduated fines depending on the level of speeding and strengthening liability for repeat offenders.

“For most drivers, nothing will change. The new rules are aimed primarily at those who regularly create danger for other road users,” emphasised the Prime Minister.

The Prime Minister expects the Ministry of Internal Affairs to discuss these proposals with Members of Parliament in the near future.

Over the past 12 months, automatic cameras have recorded nearly 2,900 drivers who exceeded the speed limit more than 50 times. More than 35,000 drivers were caught more than ten times a year, and almost 12,500 drivers more than twenty times.

Yulia Svyrydenko stated that the Government is separately working on developing the automatic traffic violation detection system. Currently, around 377 cameras are in operation on the roads. The plan is to increase their number to more than 410. Where enforcement is in place, drivers are more likely to obey the rules.

The Government is also preparing legislation to regulate the use of electric scooters and other light personal transport. The number of road accidents involving them in the first five months of 2026 increased by 66.8%.

“People are being killed and injured, including children. The rules must be clear and understandable for all road users,” the Prime Minister said.
