Following the instruction of the President of Ukraine, a meeting was held under the chairmanship of Prime Minister Denys Shmyhal on the post-war restoration of the de-occupied territories of Kyiv, Sumy, Kharkiv, Kherson, and Chernihiv regions.

The meeting was attended by Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine – Minister for Communities, Territories and Infrastructure Development, Iryna Vereshchuk, Deputy Prime Minister – Minister for Reintegration of the Temporarily Occupied Territories, Mustafa Nayyem, Head of the State Agency for Restoration and Infrastructure Development, representatives of the Ministry of Health, Ministry of Education and Science, Ministry of Culture and Information Policy, and others.

In particular, the start dates and the first projects for comprehensive restoration in the liberated territories were determined. One settlement in each of Kyiv, Sumy, Kharkiv, Kherson, and Chernihiv regions has been pre-selected to start large-scale reconstruction based on the “build back better” principle.

“The law necessary to launch large-scale reconstruction projects has been passed by the Parliament and signed by the President. Five settlements have been identified to launch the pilot. It is not only about rebuilding housing, but also about hospitals, schools, kindergartens, Administrative Service Centres, cultural facilities, etc. Everything must be comprehensively restored in accordance with safety requirements and modern practices using the ‘build back better’ principle,” the Prime Minister stressed.

The meeting participants also discussed the preparation and adoption of the necessary bylaws to launch a compensation mechanism for damaged and destroyed property.
