The Ministry of Recovery, Infrastructure and Transport of Ukraine and the Ministry of Economy and Environment of Ukraine have signed a memorandum with the digital platforms Bolt, Uklon, Uber and OPTI to prevent critical price surges for rides in Kyiv during air raid alerts, public transport shutdowns, including the metro, and other force majeure situations affecting the capital's logistics.

Under the memorandum, the operators will cap the fare increase at no more than 75% of the base fare. For example, if the base fare under normal conditions, without air raid alerts, traffic jams, etc., for a trip from point A to point B is, say, UAH 200, the maximum fare will be UAH 350. If it is UAH 300, the maximum will be UAH 525.

Passengers will still be able to adjust the price themselves, but upper limits will also be set.

The cap will remain in effect for at least two hours after the all-clear following a red-level air raid alert, or until public transport and bridge traffic are restored to normal. This is the period when demand for rides often remains highest, as people need to get home.

"We count on the operators' responsible approach and on other market participants joining in," said Prime Minister of Ukraine Sergii Koretskyi, adding that the Government will closely monitor compliance with these rules.
