  • Ukraine withdraws from another 3 agreements on economic cooperation in CIS framework

    January 23, at the initiative of the Ministry of Economic Development and Trade, the Cabinet of Ministers of Ukraine adopted a decision to terminate for Ukraine the validity of three agreements on economic cooperation concluded within the framework of the Commonwealth of Independent States (CIS). Those are the Agreement on the Exchange of Economic Information between the States, the Agreement on Exchange of Information in the Sector of Foreign Economic Activity and the Agreement on Cooperation in the Sector of Foreign Economic Activity.

    The resolution was drafted by the Ministry of Economic Development and Trade to ensure the implementation of the Decree of the President of Ukraine "On the decision of the National Security and Defense Council of Ukraine dated May 2, 2018 "On the termination of certain international treaties concluded by Ukraine within the framework of the Commonwealth of Independent States".

    The Agreement on the Exchange of Economic Information between the States, concluded on June 26, 1992, in Minsk, and the Agreement on Exchange of Information in the Sector of Foreign Economic Activities, concluded on September 24, 1993 in Moscow, provided for the establishment of an exchange of information between the CIS member states on current economic information and statistical indicators of the socio-economic situation in countries, initiated by governments of the member countries of economic transformations, international trade, and so on.

    After the analysis of the aforesaid agreements, the Ministry of Economic Development and Trade and other interested authorities came to the conclusion that, in modern times, these agreements have already lost their practical value and are not applicable, since all necessary and potentially useful economic information is fully available in open access on official websites of executive bodies Ukraine and relevant international organizations, in which Ukraine is a member.

    The third international agreement within the CIS frames, the action of which is now terminated for Ukraine by the Cabinet of Ministers decision is the Agreement on Cooperation in the Sector of Foreign Economic Activity, concluded on May 15, 1992 in Tashkent. This document provided that the CIS countries will jointly coordinate their policies and cooperate to promote the implementation of foreign economic activities with third countries and international organizations. The Agreement also defined the need for consultations among CIS countries to establish contacts and conduct negotiations on membership in other international economic and financial organizations.

    However, Ukraine has a number of priority commitments in the field of international trade as a member of the World Trade Organization (WTO), as well as within the framework of the Association Agreement with the EU, and a number of provisions of the Agreement on Cooperation in the Sector of Foreign Economic Activity within the CIS contradict the mentioned obligation. To overcome this contradiction, the operation of the said Agreement is terminated for Ukraine.

    According to the decision of the Government of Ukraine, the Ministry of Foreign Affairs of Ukraine should inform the CIS Executive Committee about the termination of these three Agreements for Ukraine.
