  • Ukraine completes 199 of 531 commitments under international cooperation programmes: Ministry of Finance updates Reforms Matrix

    As of 1 November 2024, the Ministry of Finance has updated the Reforms Matrix, an analytical tool with conditionalities and recommendations of Ukraine’s international partners.

    The updated Reforms Matrix includes 325 conditionalities and recommendations, which correspond to 531 indicators to be implemented over the next 10 years. All measures are presented in the following official documents:

    • EU Commission’s Recommendations for Ukraine’s EU candidate status, EU Enlargement Report;
    • IMF Extended Fund Facility Arrangement;
    • Ukraine Plan for the EU’s financial instrument Ukraine Facility;
    • Terms and Conditions of the World Bank’s Development Policy Loan.

    The increase in the number of conditions in the updated Reforms Matrix is due to the review of cooperation programmes with international partners.

    Despite the war and challenges, with the support of its partners, Ukraine continues to implement structural reforms that lay the foundation and promote Ukraine’s long-term growth on the path to EU integration.

    Priority areas include justice, fundamental rights and security, energy, financial services, and financial and budgetary provisions.

    In addition, the implementation of the Reforms Matrix measures involves attracting financial support to meet priority budgetary needs.

    In terms of performance of conditionalities and recommendations, the Reforms Matrix has been tracking results since the beginning of 2024. Over the three quarters, Ukraine has already met 199 indicators, and 91 indicators were performed in the third quarter of this year. The Ministry of Finance is responsible for 55 indicators, of which 32 have already been met.

    Based on the results of the monitoring of the first three quarters of 2024, the terms of financial support programmes have been fully implemented and in accordance with the deadlines agreed with international partners. This made it possible to attract direct budget support in a timely manner.

    The Reforms Matrix allows Ukrainian citizens and foreign partners to easily and quickly find information on deadlines, schedules, those responsible for performing conditions in various areas, and the impact on the economy.

    Maximum openness and publicity of the process of implementing reform measures is a priority for the Ministry of Finance and the Government. The Ministry of Finance is responsible for monitoring the measures within the Reforms Matrix.

    The Reforms Matrix is a working tool that will be further adjusted in accordance with the agreements with partners.
