Ukraine has successfully concluded its third heating season during the full-scale war and has already begun preparing for the next autumn-winter period. This was announced by Prime Minister Denys Shmyhal during a Cabinet meeting on 15 April.
“We are repairing equipment, protecting energy facilities, and securing the necessary resources to fund this work,” he noted.
The Head of Government emphasised that, despite russia’s constant attacks on the energy system, including during the heating season, Ukraine managed to navigate it stably.
“Millions of Ukrainian homes, schools, and hospitals had light and heat. Our businesses also operated without significant restrictions,” Denys Shmyhal stressed, adding that since 2022, the enemy has damaged over 63,000 energy facilities. However, through continuous repairs and reconstruction, more than half of the capacities damaged last year have been restored.
The Prime Minister also highlighted that nuclear energy operated at high capacity, with all nine nuclear power plant units functioning at maximum efficiency.
“European partners have once again demonstrated unwavering support. We expanded the capacity for electricity imports from Europe to 2.1 GW,” Denys Shmyhal said.
According to him, the Ukraine Energy Support Fund raised EUR 1.2 billion in donor contributions. Additionally, the decentralised generation system is being actively developed. Last winter, 148 cogeneration units and 84 modular boiler houses were launched, with a total capacity of 268 MW. Denys Shmyhal noted that this year, plans included installing an additional 420 units and boiler houses, primarily in frontline regions.
Support programmes for businesses and citizens, which provide energy loans for installing gas-piston units, cogeneration systems, wind turbines, solar panels, and generators, are gaining popularity. Denys Shmyhal reported that over 10 months, businesses received more than UAH 10 billion through the programme, enabling the installation of approximately 640 MW. Lending to individuals is approaching UAH 1 billion.
“This winter, we also halted russian gas transit. Our gas transmission system is operating stably, ensuring all consumers have the necessary resources,” the Head of Government stated.
