    Dear Colleagues! Fellow Ukrainians!

    We are starting a regular meeting of the Government.

    Ukraine has successfully completed its third heating season during the full-scale war. Over these months, russia launched nine large-scale and dozens of smaller attacks against our energy system. Despite all this, we have endured.

    Millions of Ukrainian homes, schools, and hospitals had light and heat. Our businesses also operated without significant restrictions.

    Since 2022, the enemy has damaged over 63,000 small and large energy facilities. However, through round-the-clock repairs and reconstruction, we restored more than half of the capacities damaged last year.

    We maximised nuclear energy output – all nine nuclear power plant units operated at full capacity.

    Our European partners once again demonstrated unwavering support. We expanded the capacity for electricity imports from Europe to 2.1 GW.

    The Ukraine Energy Support Fund raised EUR 1.2 billion in donor contributions.

    We are actively developing a decentralised generation system. Last winter, we launched 148 cogeneration units and 84 modular boiler houses with a total capacity of 268 MW. In 2025, we plan to install an additional 420 units and boiler houses, primarily in frontline regions.

    Businesses and citizens are actively using energy loans to install gas-piston units, cogeneration systems, wind turbines, solar panels, and generators.

    Over 10 months, the programme has provided businesses with over UAH 10 billion, enabling the installation of nearly 640 MW of capacity.

    The total lending to individuals is approaching UAH 1 billion.

    This winter, we also halted russian gas transit. Our gas transmission system is operating stably, ensuring all consumers have the necessary resources.

    We are already preparing for the next winter – repairing equipment, protecting energy facilities, and securing the necessary resources to fund this work.

    I sincerely thank all Ukrainian energy workers for their tirelessness, courage, and exceptional professionalism. Thank you for doing this vital work for Ukraine.

    I also thank all Ukrainians who use electricity rationally and sparingly, thereby supporting our energy system.

    One of the key elements of our work with partners is using frozen russian assets for Ukraine’s recovery and resilience.

    We are consistently implementing the principle of “russia will pay”.

    We are establishing an international compensation mechanism, within which the Register of Damage is already operational. Nine categories are open for Ukrainians to submit claims.

    We are working to ensure all 45 categories of the Register are available by the end of the year.

    At the national level, the State Register of Property Damaged and Destroyed by the Aggressor is operational.

    Today, we are complementing it with a System for Recording Non-Material Damage.

    This primarily concerns the deportation of Ukrainians, killings of civilians by russians, and those missing under special circumstances.

    The system will be integrated with other registers and databases and managed by the Ministry of Social Policy.

    To enhance our country’s resilience, we are continuing the reform of the state reserve.

    We have already liquidated the outdated State Reserve and established the new State Agency for Reserve Management of Ukraine.

    Today, we are approving the Regulation for this institution, which defines the legal basis for its operations, including its tasks, functions, rights, and responsibilities.

    This marks a final transition from the soviet system to modern reserve management approaches. In wartime, this is a critical element of our resilience.

    I thank Ukraine’s defenders for their resilience, endurance, and heroism.

    I am grateful to teachers, doctors, rescuers, arms manufacturers, entrepreneurs, and everyone who makes us stronger and brings a just peace closer.

    We will endure and rebuild!
