Ukraine and Türkiye to guarantee the quality of defense goods and services at the governmental level

The Cabinet of Ministers of Ukraine has approved a Memorandum of Understanding with the Government of Türkiye on the mutual acceptance of state quality control of defense goods, works and services. The document was signed on March 8, 2024 in Istanbul.

The Memorandum establishes a mechanism for mutual recognition of quality assurance systems for defense products between the two countries and aims to strengthen the defense industry capacity of both countries. The document expands the scope of military-technical cooperation launched in 2020.

“I welcome the Government's decision to approve the Memorandum of Understanding with our strategic partner. The implementation of the agreements will ensure the application of uniform procedures and the Allied Quality Assurance Publications (AQAP) in the development and procurement of defense products. This significantly brings Ukraine and Türkiye closer together and allows us to expand the scope of application of NATO standards in the area of military-industrial cooperation,” said Minister of Defense of Ukraine Rustem Umerov.

The agreement provides for mutual quality control at all stages of defense production, including

  • analysis of risks associated with the execution of contracts;
  • planning of state quality guarantees;
  • monitoring of production processes;
  • supplier compliance with the terms of contracts containing AQAP provisions.

Special attention is paid to the protection of confidential information and intellectual property rights.

The responsible authorities are the relevant structural units of the Ministry of Defense of Ukraine and the Ministry of National Defense of the Republic of Türkiye.

The document will help deepen Ukrainian-Turkish cooperation in the defense industry and ensure high quality standards for military products.

The memorandum is signed for five years with the possibility of automatic extension for the next five-year periods.
