
Ministry of Economy has approved the first list of equipment for 15% compensation: buses, trailers, elevators
The Ministry of Economy has signed the first ordinance on the list of domestically produced machinery and equipment to which the state will refund 15%. The list includes products from nine Ukrainian manufacturers. This was announced by Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.
“The list includes 88 items from 9 Ukrainian manufacturers - buses, trucks, elevators, trailers, tanks and agricultural machinery. Accordingly, by purchasing them, a person can receive 15% compensation from the state through the program's partner banks. I invite other manufacturers with 40% or more localization to join the program. Our goal is to support producers, make them more competitive and stimulate demand for their products,” said Yuliia Svyrydenko.
Andrii Teliupa, Deputy Minister of Economy, said that the document included companies that had applied within the first week after the program had been launched.
“Not much time has passed since the Government's decision. However, many companies have already applied for the program, which proves the relevance of the program for the national producer. We continue to accept applications, and the list of machinery and equipment will be expanded. We plan to update the list every week, depending on the activity of the companies. We are currently negotiating with the banks through which buyers will receive compensation. After signing the memorandums, the program will be launched for buyers,” said Andrii Teliupa.
The decision to launch the compensation program was made by the Cabinet of Ministers on September 24, 2024.
Buyers can receive 15% compensation (excluding VAT) for the purchase of power, wheeled, construction and special equipment.
To participate in the program, manufacturers need to:
- Submit an electronic application to the Ministry of Economy.
- Provide information on the degree of localization, costing and technological operations, and the calculation of the share of labor costs.
- After verification by the Ministry of Economy, the goods will be included in a public list, which will be used to provide information to banks to implement the program.
To participate in the program, buyers need to:
- Pay for machinery and equipment through an authorized bank;
- Submit an application for compensation to the bank together with a copy of the payment document and the acceptance certificate;
- Compensation for goods purchased before December 1, 2024, can be received in the current year, provided that the application is submitted by December 5. For equipment purchased after December 1, compensation will be accrued next year. Funding depends on the priority of applications and budget availability.
Background information
The Made in Ukraine state policy, launched by the President of Ukraine, aims to attract investment for the development of Ukrainian producers, increase production of high value-added products and stimulate demand for Ukrainian goods. After all, support for manufacturers means increased production, a stable economy, new jobs, money to the budget and support for the Armed Forces.
