Ukraine takes a step towards creating a sovereign AI infrastructure
During the Ukraine Recovery Conference, the Ministry of Economy, Environment, and Agriculture of Ukraine, Kyivstar, and the international digital group VEON signed a Memorandum of Understanding on cooperation in the development of Ukraine’s digital infrastructure and economy.
This step is fully in line with the national AI Development Strategy, under which Ukraine has an ambitious mission: to become one of the world’s top three leaders in the development and implementation of AI in the public sector by 2030.
The parties agreed to explore the possibility of establishing a sovereign AI Data Center in Ukraine—a modern computing infrastructure for developing and scaling AI-based solutions.
The project is of strategic importance for establishing Ukraine’s technological sovereignty, developing the AI computing market, and attracting long-term investments in the digital economy.
“The global economy is rapidly changing under the influence of artificial intelligence. It is important for Ukraine not only to use off-the-shelf technologies but also to create its own AI infrastructure. That is why we are providing all the necessary conditions for implementing large-scale projects with private investors. Thus, the future AI Data Center is intended to ensure the storage and processing of data in Ukraine for the public sector, science, industry, defense technologies, and business,” said Oleksii Sobolev, Minister of Economy, Environment, and Agriculture of Ukraine.
A key feature of the future AI Data Center will be the processing and storage of data within Ukraine. This will create the necessary conditions for the use of AI solutions in the public sector, the financial sector, defense technologies, science, and industry, and will also contribute to the development of the country’s innovation ecosystem.
The project’s implementation will involve a joint effort between the government and strategic investors. Kyivstar plans to invest in the development of data centers and the formation of the AI computing market, while VEON will provide international expertise and support for the initiative’s implementation.
The creation of the AI Data Center is intended to lay the foundation for the development of a new generation of data centers and strengthen Ukraine’s position as a regional technology hub.
