Ukraine received EUR 50 million from the Council of Europe Development Bank and the Government of Italy for compensation for destroyed housing

Ukraine has received EUR 50 million under the Council of Europe Development Bank (CEB) project “HOME: Compensation for Destroyed Housing.”

Of this amount, EUR 25 million was provided by the Council of Europe Development Bank and EUR 25 million with the financial support of the Government of the Italian Republic.

The funds will be used to finance housing certificates under the Government’s eVidnovlennia programme.

The full amount of the new financing is expected to help provide housing for 2,200 Ukrainian families.

“The EUR 50 million received will directly help Ukrainian families who lost their homes as a result of russia’s aggression to purchase new housing. I am grateful to the Council of Europe Development Bank and the Government of Italy for their consistent support for Ukraine and their readiness to expand financing for socially important programmes. The housing certificate mechanism has already proven its effectiveness, and it is therefore essential for us to ensure its stable and predictable financing,” said Deputy Minister of Finance of Ukraine Olga Zykova.

The Framework Agreement on the second additional financing for the HOME project was signed on 26 June 2026 during the Ukraine Recovery Conference (URC 2026) in Gdańsk. The total volume of the new financing package amounts to EUR 100 million, half of which – EUR 50 million – is being provided by the Government of Italy through the CEB mechanism.

Ukraine had previously attracted EUR 200 million under earlier stages of the HOME project. These funds financed more than 6,000 housing certificates for citizens who lost their homes as a result of the war.

The HOME project is implemented in cooperation between the Ministry of Finance of Ukraine, the Ministry for Recovery, Infrastructure and Transport of Ukraine, and the Council of Europe Development Bank, and forms part of the Government’s eRecovery compensation programme.

The eRecovery programme remains one of the key mechanisms for supporting citizens whose homes have been damaged or destroyed as a result of russia’s aggression. As of August 2026, more than 88,000 families had received housing certificates worth a total of UAH 112.6 billion, while more than 33,000 families had already purchased new homes.

The Ministry of Finance continues to work with international partners to mobilise resources to ensure uninterrupted financing for housing recovery programmes and support for citizens most affected by the consequences of the war.
