The State Budget of Ukraine has received a tranche of USD 485 million under the World Bank's Public Expenditures for Administrative Capacity Endurance (PEACE in Ukraine) Project, including:
USD 465 million – U.S. government’s direct budget support (DBS) for 2024;
USD 20 million from the World Bank through the Multi-Donor Trust Fund to co-finance the PEACE in Ukraine project.
Financial assistance provided through PEACE in Ukraine is aimed at compensating for social and humanitarian expenditures of the State Budget. The funds from this tranche will help to ensure payments to internally displaced persons and people with disabilities.
“The cooperation with the United States and the World Bank team has helped the Government to ensure key social budget expenditures since the first days of the full-scale war. I am grateful to our partners for the coordinated efforts and crucial assistance,” said Minister of Finance Sergii Marchenko.
From 2022 to 2024, U.S. direct budget support for Ukraine has exceeded USD 30 billion. Provided through the United States Agency for International Development (USAID) and in coordination with the U.S. Department of the Treasury and the U.S. Department of State, this funding has helped the Ukrainian government support critical employees across state institutions that deliver essential public services to the people of Ukraine, maintain the state’s operational continuity, and ensure Ukraine’s financial stability during the full-scale war.
To ensure transparency and accountability in the use of U.S. financial assistance, the Ministry of Finance, together with USAID's State-Owned Enterprises Reform Activity (SOERA) and DBS Audit Activity, monitors the use of funding received from the U.S. government. Additionally, with auditing firm PriceWaterhouseCoopers Ukraine, an agreed-upon procedures review is being conducted to verify eligible government expenditures made by Ukraine under the PEACE in Ukraine project.
