Ukraine received nearly EUR 2.9 billion from the EU under the Ukraine Facility: for the first time, part of the funding provided through this instrument comes from the Ukraine Support Loan
Nearly EUR 2.9 billion from the European Union has been transferred to the State Budget of Ukraine as part of the eighth regular disbursement under the Ukraine Facility.
Of this amount, nearly EUR 800 million was provided to Ukraine for the first time under the Ukraine Support Loan (USL) through the Ukraine Facility mechanism.
In July 2026, the Council of the EU amended the Ukraine Plan and the Ukraine Facility, providing for an additional EUR 8.3 billion in financing in 2026 from the Ukraine Support Loan. The current payment includes the first tranche of this funding.
The decision on the eighth regular disbursement was approved by the Council of the EU following Ukraine’s successful completion of ten relevant indicators under the Ukraine Plan. Overall, Ukraine has completed 84 of the 95 steps due to date, or approximately 88%.
Funding provided under the Ukraine Facility is aimed at supporting macroeconomic stability, financing priority State Budget expenditures, Ukraine’s recovery and modernisation, as well as the implementation of reforms on the country’s path towards EU membership.
Following the receipt of the eighth tranche, the total amount of budget financing received by Ukraine under the Ukraine Facility since the instrument became operational has exceeded EUR 32 billion.

The Ukraine Facility is the EU’s financial support instrument for Ukraine, which entered into force on 1 March 2024. It provides for more than €50 billion in grants and loans to support Ukraine’s budget, recovery, reconstruction and modernisation in 2024–2027.
The Ukraine Support Loan is an EU financial instrument totalling EUR 90 billion for 2026–2027, aimed at supporting Ukraine’s budgetary and defence needs. Around EUR 30 billion is envisaged for economic and budget support, while EUR 60 billion is intended for defence needs.
