The Council of the European Union has approved EUR 4.2 billion as macro-financial assistance to Ukraine under the Ukraine Facility.
The funds will be used for priority social and humanitarian expenditures of the State Budget.
"I am grateful to the European Union for the positive assessment of the work of the Government and for understanding the needs of Ukraine. The EU has been the largest donor of external financing since 24 February 2022. International assistance plays a crucial role in ensuring budget liquidity and maintaining macro-financial stability in times of uncertainty. The Government is committed to cooperation with partners and to implementation of the measures efficiently in the shortest possible time," commented Minister of Finance of Ukraine Sergii Marchenko.
Ukraine implemented all the measures set out in the Ukraine Plan by the end of the second quarter, which in turn opened the possibility of receiving the relevant tranche under the instrument.
The State Budget has already received EUR 7.9 billion under the Ukraine Facility. It is expected that in 2024 the EU budget support will reach EUR 16 billion.

The Ministry of Finance performed three conditions under the Ukraine Plan:
Approval of the Budget Declaration for 2025-2027;
Approval of the action plan for the implementation of the Roadmap for public investment management reform;
Approval of the long-term National Strategic Plan for Digital Development, Digital Transformation and Digitalization of the State Customs Service.
