16th meeting of the Ukraine Donor Platform held in Kyiv: focus on energy resilience and social recovery

The 16th meeting of the Steering Committee of the Ukraine Donor Platform was dedicated to the transition from emergency response to the implementation of systemic solutions in the recovery sector.

The event was attended by Prime Minister of Ukraine Yulia Svyrydenko, Minister of Finance and co-chair of the Platform from the Ukrainian side Sergii Marchenko, and Deputy Prime Minister for Restoration – Minister for Communities and Territories Development Oleksii Kuleba. The meeting also brought together representatives of the G7 countries, the European Union, international financial organisations, and more than 100 delegates from partner governments.

“Over the past few days, the enemy has again carried out massive strikes on Ukraine. In just two days – more than 900 drones. This is a deliberate tactic: to hit civilian infrastructure, logistics, and to put pressure on people and the economy. That is why the key priority is resilience plans. The total need for their implementation is over EUR 5.4 billion,” noted Oleksii Kuleba.

He emphasised that despite daily attacks on Ukrainian infrastructure – from railways and ports to energy facilities and residential areas – Ukraine continues reconstruction and reforms.

According to the RDNA5 assessment, the overall recovery needs for Ukraine have already reached USD 588 billion. For 2026, priority recovery projects require USD 15 billion in funding. To date, financing has been confirmed for only 38% of the required amount. The largest funding gaps are observed in energy, transport, and housing reconstruction.

Despite the limited available financing, Ukraine continues to invest its own resources in protecting critical infrastructure facilities. Work is currently underway on hundreds of sites, measures for the physical protection of critical infrastructure are being implemented, and preparations for the 2026-2027 heating season have begun.

Within the framework of the event, the first dedicated discussion on the social aspects of recovery took place. Together with international partners, participants explored mechanisms to overcome labour market crises and ways to strengthen the social resilience of Ukrainian communities.

The agenda of the Steering Committee meeting also included a special session on attracting private investment into Ukraine’s reconstruction. This discussion took place as part of the first visit of the Business Advisory Council to Kyiv. In addition, a meeting was held with representatives of civil society, where social aspects of recovery were discussed.

The next stage of the Steering Committee’s work is scheduled for June in Gdańsk – it will take place on the sidelines of the URC 2026 conference.
