The Ministry of Economy of Ukraine predicts an increase in the number of Ukrainians who will take advantage of retraining vouchers from the State Employment Service in 2025.
This programme has already helped thousands of Ukrainians learn new professions and specialities. In 2023-2024, more than 41,000 Ukrainians were retrained at public expense. In 2025, the Government will allocate UAH 330 million for this initiative.
“In 2023, 18,000 Ukrainians used vouchers for retraining and advanced training, and last year almost 23,000 people received vouchers. We see positive dynamics. The number of people who want to retrain at public expense, master new professions in demand and increase their competitiveness in the labour market is growing. Therefore, this year, almost UAH 330 million has already been allocated for vouchers, and we expect more people to take advantage of this opportunity,” explains Tetiana Berezhna, Deputy Minister of Economy.

Who can receive a voucher?
In particular, in 2024, more than 16,000 people over the age of 45, nearly 5,000 internally displaced persons, 1,300 people with disabilities, and nearly 700 combatants used these vouchers.
Most of the vouchers were received by residents of Dnipropetrovsk, Kharkiv and Lviv regions. The most popular professions and specialities include nursing, psychology, cook, and confectioner.
To receive a voucher for training, one needs to apply in person to any employment centre or submit an online application on the website of the State Employment Service.
