In 2024, more than 8,500 Ukrainian families took advantage of the eOselia mortgage lending programme, and the volume of loans issued exceeded UAH 14.6 billion. This result exceeds the result of 2023 by 45% in terms of the number of loans disbursed and by 65% in terms of the amount of funds disbursed.
"The eOselia programme is implemented as part of the Government's Made in Ukraine policy and simultaneously serves several important functions - helping people improve their living conditions and stimulating economic recovery through the development of the construction industry as well as the production of building materials. Last year, more than 8,500 Ukrainian families took out loans under the eOselia programme for the purchase of housing totalling over UAH 14.6 billion. In total, 14,840 families have already received preferential loans worth over UAH 24 billion since the programme's launch,’ said Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine.

The majority of borrowers are 26-35 years old (43.5%), followed by 36-45 years old (34.1%). Last year, 65% of borrowers were men, and 35% were women. The average age of eOselia clients is 35 years, and the average area per family member is 29.1 sq m.
Borrowers of eOselia who received loans in 2024 have 5,347 children. Among them, 138 families with three or more children purchased their own homes.
As for the properties purchased over the past year, the average cost was UAH 2.4 million, and the average area was 56.5 sq m. The largest share of housing is on the secondary market - 67%, finished housing from the developer - 24%, housing under construction - 9%. For comparison: in 2023, the share of housing under construction was only 1.8%.
The most common region is Kyiv region and the city of Kyiv - 2,338 and 1,869 loans disbursed respectively. 559 loans were issued in Lviv region, 442 in Odesa region, and 378 in Ivano-Frankivsk region.
Yuliia Svyrydenko reminded that on 30 December, the Government had recapitalised Ukrfinzhytlo by UAH 20 billion through the issue of domestic government bonds. Thus, Ukrfinzhytlo will have an opportunity to continue to raise funds in the financial market to issue new tranches to partner banks. Accordingly, the programme's partner banks will have the resources to issue new loans to Ukrainians for the purchase of housing.

The еOselia programme was launched in October 2022. It is being implemented by the Ministry of Economy in cooperation with the Ministry of Digital Transformation and Ukrfinzhytlo. The partner banks of the eOselia programme are Oschadbank, Privatbank, Ukrgasbank, Globus Bank, Sky Bank, Sense Bank, Credit Dnipro Bank, MTB Bank, TASKOMBANK, BISBANK, and Radabank.
