  • Digitalization of social services: a series of regional events on e-case management launched

    Ahead of the launch of the beta testing of the electronic case management system, the Ministry of Social Policy of Ukraine, with the support of the United Nations Children's Fund (UNICEF), is launching a series of events in pilot regions - the first one was held in Vinnytsia and covered representatives of all territorial communities in the region.

    In Vinnytsia region, the first meeting with representatives of social protection agencies was held as part of the launch of the electronic case management system. During the working discussion, which was joined by representatives of the regional department of social and youth policy, community social workers and technical specialists, they discussed not only the methodological aspects of social service delivery, but also the equally important task of implementing digital solutions at every stage: from initiation to service delivery.

    "Thanks to innovative technologies, we will get to focus on working with people - routine tasks or those for which there is always a lack of specialists will be automated," said Kostyantyn Koshelenko, Deputy Minister of Social Policy for Digital Development, Digital Transformation and Digitalization, "In fact, the future of the digital social sphere is already here and we have a solid foundation for our work. In particular, the Register of Providers and Recipients of Social Services, the Unified Social Register, as well as a number of basic subsystems for payments."

    The team of the Ministry of Social Policy demonstrated the functionality of the electronic case management system and how to work with it, while Representatives of the Zhmerynka City Territorial Community, who conducted alpha testing of the functionality on the system's test environment, shared their impressions and discussed the potential together.

    "Being a pilot region is not our first experience. We feel incredibly responsible, but at the same time we understand the relevance of the project. In times of war, it is more important than ever not to "lose" a person. For example, up to 150,000 IDPs live in Vinnytsia region. The task of the social sphere is to provide support to everyone who needs it, not just those who declare it. The electronic case management system will help us to do this," said Natalia Zabolotna, First Deputy Head of Vinnytsia Regional Department of Social Services.

    Citizens will have the opportunity to apply for social services on their own, even without leaving their homes. Case managers will assess their needs, then develop a plan and coordinate all those involved in the service delivery process. In addition, the system will allow tracking the status of their applications, specialists will be able to work remotely, and social service providers will be able to control the workload of their team, and in the future, spend less time on reporting.

    The Ministry of Social Policy, with the support of the United Nations Children's Fund (UNICEF), is already working on version 2.0 of the electronic case management system, which will include simplification of processes.

    Background information 

    The beta testing of the electronic case management system will cover four pilot regions - Vinnytsia, Dnipro, Poltava and Cherkasy regions. In each of them, the Ministry of Social Policy will hold an event to present the functionality and receive feedback from the relevant specialists who will work with the system.
