The Ministry of Digital Transformation, together with the EGAP Programme, is launching an accessibility audit of Administrative Service Centres (ASCs). The aim is to make services accessible to all and to provide services with comfort and respect.

Today, ASCs are already actively modernising their offices and organising their work on the principles of inclusion, including the introduction of technologies to serve visitors with visual and hearing impairments, comfortable spaces for older people and families with children, an electronic queue and online consultations. Therefore, as part of the flagship project “Barrier-Free ASC”, an audit is being launched to make them even more accessible.

During the audit of ASCs, experts will examine:

• accessibility of the visitor’s route;
• physical, digital and information accessibility;
• communication and organisational accessibility.

Where will the audit take place?

Pilot communities from different regions of Ukraine have been identified:

• Vinnytsia region: Viytivets and Trostianets communities;
• Volyn region: Vyshniv, Lutsk, Novovolynsk, Shatsk communities;
• Dnipropetrovsk region: Vasylkivka, Novomoskovsk, Solone communities;
• Odesa region: Biliayivka community;
• Sumy region: Sumy community;
• Khmelnytskyi region: Kamianets-Podilskyi and Khmelnytskyi communities;
• Chernihiv region: Mena community.

After inspecting the ASCs, the experts will provide recommendations on how to remove barriers. They will include step-by-step instructions to help communities meet the standards of barrier-free and inclusive services. Successful experience will be useful for other communities.

The ASCs’ accessibility audit will be conducted within the EGAP Programme, implemented by the East Europe Foundation with the support of the Swiss Government in partnership with the Ministry of Digital Transformation to implement the 2025-2026 action plan for the implementation of the National Strategy for Creating a Barrier-Free Environment in Ukraine until 2030 within the framework of the Ministry of Digital Transformation’s flagship project, the “Barrier-Free ASC”.
