Investments in basic science and human capital: in educational programs, health care, cultural heritage development, etc. is viewed as a driver for the coming years for Ukraine. Changing the economic model will require a change in the management paradigm. We need to switch from focusing on policy mechanisms and tools to focusing on goals and objectives.
This was stated by the First Deputy Prime Minister - Minister of Economy of Ukraine Oleksiy Lyubchenko in an article "How to break out of the economic trap" with the ZN.UA.
The high-tech sustainable economy has to complement horizontal priorities with target ones, which are aimed at changing the model of economic development, as well as consolidating at the legislative level the mechanisms and concentration of financial resources to stimulate accelerated development of growth points.
"Ukraine's economic policy must be relevant with current challenges, both global and internal. To do this, it is necessary to reconsider approaches to the components of economic development through science, innovation, production of high value-added products. In particular, four groups of industries have been determined, the development of which will allow realizing the country's economic potential. These are the following groups: "Technological Production", "Life Safety", "Energy Safety and Decarbonization" and "City of Masters", commented Oleksiy Lyubchenko.
