Natolin4Capacity Building Phase II launches – an educational project to train public sector specialists for EU accession negotiations

The second phase of the educational project “Natolin4Capacity Building Phase II” has begun, aimed at strengthening Ukraine’s capabilities on its path to European Union membership.

The goal of this phase is to enhance the capacity of Ukrainian public administration bodies to effectively manage the EU accession process and implement reforms required to meet EU membership criteria.

The educational project, titled “Natolin4Capacity Building Phase II – Strengthening Ukrainian Public Administration for EU Integration”, is funded by the EU and delivered through the College of Europe in Natolin (Poland), in collaboration with the Government Office for Coordination of European and Euro-Atlantic Integration of the Secretariat of the Cabinet of Ministers of Ukraine, the National Agency of Ukraine on Civil Service, the High School of Public Governance, and the EU Delegation to Ukraine.

The programme is designed for Ukrainian civil servants involved in tasks related to European integration, such as the ongoing EU accession process, aligning Ukrainian legislation with EU law, and institutional restructuring.

“This project provides opportunities to deepen knowledge and foster professional growth for specialists who work daily to ensure Ukraine becomes a full-fledged member of the European Union. We are grateful to our partners for continuing such a vital programme. It is a significant investment in human capital to strengthen the state’s capacity in the context of European integration,” commented Olha Stefanishyna, Deputy Prime Minister for European and Euro-Atlantic Integration and Minister of Justice of Ukraine.

The updated educational programme includes in-person training in Poland, study visits to Ukraine, training for trainers, and additional online learning modules. The project aims to train at least 100 representatives of Ukrainian public bodies through twelve six-week training sessions. Participants will be selected through a transparent, merit-based competition. The call for applications for the first group of participants will be announced soon. Background

The Natolin4Capacity Building Phase II project builds on the experience and success of the initial Natolin4Capacity Building project, implemented from 2020 to 2024. The first phase supported Ukrainian public administration in carrying out comprehensive reforms, implementing the EU-Ukraine Association Agreement, and achieving candidate status for EU membership. During this phase, 83 civil servants completed in-person training at the College of Europe in Natolin.
